Guidance for Wave 2.1 of the Social Housing Decarbonisation Fund (SHDF) has been published by the government, with £800m available to social housing providers in England.
This guidance is published in final draft form, and is being released for a period of clarification, and to provide the sector with early sight of what is intended for Wave 2.1 ahead of the bid window opening in late August / early September.
£800 million of additional funding was secured by the SHDF as part of the 2021 Spending Review process. The Wave 2.1 competition will look to allocate as much of this funding as possible. This is part of the government’s £3.8bn manifesto commitment to the SHDF and follows SHDF Wave 1, which distributed around £179m to housing providers for social housing retrofit through a bid round in 2021.
The increased level of funding for Wave 2.1 reflects a need for scale and urgency in social housing retrofit, which will contribute towards meeting the government’s Net Zero and fuel poverty objectives.
- This funding is open to direct applications from all Local Authorities, Combined Authorities and Registered Providers (RPs) of social housing (including housing associations and ALMOs that are RPs) in England.
- It will focus on large scale, fabric first retrofit projects of below EPC C social homes.
- A minimum of 100 social homes below EPC C are required for each bid, although Government is actively encouraging significantly larger bids.
- All social housing below EPC C is eligible, including on- and off-gas grid.
The Social Housing Retrofit Accelerator
The Social Housing Retrofit Accelerator (SHRA) will continue to play a critical role in helping potential bidders – both individual applicants and consortia – to scale up and develop bids. This fully funded support service provides expert, free advice to social housing providers seeking to develop high quality, successful bids for the SHDF.
Social housing providers can attend masterclasses, sign up for learning programmes, and access toolkits, podcasts, blogs, and a comprehensive Knowledge Hub. Support is also available to smaller providers seeking to form a consortium.
