This notice sets out how Cambridge & Peterborough Combined Authority (CPCA) will use your personal data, and your rights. It is made under Articles 13 and/or 14 of the UK General Data Protection Regulation (UK GDPR). This notice relates to data collected under the Social Housing Decarbonisation Fund Technical Assistance Facility Bridge Online Portal (SHDF TAF Bridge Online Portal or the Scheme). This is funded SHDF and run by the Department for Energy Security and Net Zero.

The data

We will process the following personal data:

Registered Social Housing Providers:

  • Details of the Registered Social Housing Provider involved in the Social Housing Decarbonisation Fund as listed below:
  • Contact name for employee responsible for bid application and delivery
  • Email address for employee responsible for bid application and delivery
  • Telephone number for employee responsible for bid application and delivery
  • Application number for SHDF Grant funding

Local Authority:

  • Name of Local Authority involved in the Social Housing Decarbonisation Fund as listed below:
  • Contact name for employee responsible for bid application and delivery
  • Email address for employee responsible for bid application and delivery
  • Telephone number for employee responsible for bid application and delivery
  • Application number for SHDF Grant funding

Purpose

The purpose(s) for which we are processing your personal data is to support the delivery and administration of the Social Housing Decarbonisation Fund Technical Assistance Facility Bridge Online Portal and the social Housing Decarbonisation Fund.

Delivery and administration of the Scheme may require linking of your data to other datasets held the Department for Energy Security and Net Zero.

The Department for Energy Security and Net Zero will be:

  • Supporting the administration of the SHDF TAF Bridge,
  • producing and further developing the knowledge hub and toolkits to be made available to Social Housing Landlords who will bid or be considered for the delivery of the Social Housing Decarbonisation Fund,
  • make available an accessible area for members to discuss issues, and insights known as the Learning Community Portal
  • supporting an assessment of whether the SHDF TAF Bridge has achieved its objectives to provide 1 2 Many services,
  • Supporting the Department for Energy Security and Net Zero to effectively publish statistical reports relating to the SHDF TAF Bridge Online Portal,
  • supporting an evaluation of the SHDF TAF Bridge and associated home energy policies,
  • supporting effective management of fraud and non-compliance under the SHDF TAF Bridge, and
  • conducting an evaluation of the SHDF TAF Bridge.

This may include you being contacted to take part in further research. Where the research involves processing of personal data in addition to that already collected for delivery of the Scheme, you will be given the opportunity to opt-in to that research at the point of contact.

Your data may also be used for statistical, research and fraud prevention purposes.

Legal basis of processing

The legal basis for processing your personal data is:

Public task: Processing is necessary for the performance of a task carried out in the public interest.

The specific public task is the delivery, administration and evaluation of, as well as statistical, research and fraud prevention purposes relating to, the Scheme, a government funded scheme aiming to support the development of a pipeline of high-quality retrofit bid applications to the SHDF Programme. Funding is provided to the Authority to support the delivery of the Scheme objectives. The Authority will collect personal data for user registration details to access the Knowledge Hub and Learning Community Portal from the SHRA website.

TAF Bridge Consultancy will support the above objectives to assist registered providers through to the bid application and improve the quality of the bids received and support registered providers to build their knowledge and address gaps. The TAF Bridge Consultancy, will require personal data for the self assessment form provided by registered providers, registration process to access events and for one to one consultancy support.

The Competition Support Partner will support the objectives of the Scheme to assist registered providers once the bids are submitted through to award and delivery of projects. The Competition Support Partner will require personal details from the bids submitted to provide administrative support during the bid award and to have regular contact with the registered provider during delivery of projects.

The Monitoring and Evaluation Contractor will require your personal details to request your consent in taking part in monitoring and evaluation of the Scheme.

Consent: Use of your personal data to contact you to take part in further research will be subject to your consent to share with the external Monitoring and Evaluation Contractor to make contact with you to request further consent in takin part in any monitoring and evaluation activities.

Use of your personal data to contact you to provide consultancy support through the TAF Bridge Consultancy.

Use of your personal data to contact you to support you through the delivery of projects after SHDF funding has been awarded through the Competition Support Partner.

Use of your personal data to contact you to take part in the Learning Community Portal through the management of the SHRA website through the Authority.

Recipients

Your personal data will be shared with:

  • The Authority, the Greater Cambridgeshire and Peterborough Combined Authority will manage the website development and all the activities within the website, including the registration process for the Knowledge Hub and Learning Community Portal
  • The Department for Energy Security and Net Zero and its contractors for delivery, administration and evaluation of the Scheme, statistical, research and fraud prevention purposes.
  • The Competition Support Partner, to assist with the bid process, moderation and support during the delivery phase of the projects.
  • The Technical Assistance Facility, Bridge Consultancy, Turner & Townsend to provide support ahead of the Competition window to improve the quality of the bids and provide consultancy support
  • Your personal data may also be shared with other Government departments where necessary to do necessary checks to prevent ensure no fraudulent activity

Your personal data may also be shared with other Government departments where necessary.

We may share your data if we are required to do so by law, for example by court order or to prevent fraud or other crime.

Personal data shared with the Department for Energy Security and Net Zero will be stored on their IT infrastructure and will therefore also be shared with their data processors Microsoft and Amazon Web Services.

Personal data stored by Cambridgeshire & Peterborough Combined Authority will be stored on our IT infrastructure and will therefore also be shared with our data processors.

Retention

Your personal data will be stored securely by the Department for Energy Security and Net Zero until December 2033 following the close of the Scheme. The Department for Energy Security and Net Zero may choose to store anonymised data beyond this period.

Your rights

You have the right to request information about how your personal data are processed, and to request a copy of that personal data.

You have the right to request that any inaccuracies in your personal data are rectified without delay.

You have the right to request that any incomplete personal data are completed, including by means of a supplementary statement.

You have the right to request that your personal data are erased if there is no longer a justification for them to be processed.

You have the right in certain circumstances (for example, where accuracy is contested) to request that the processing of your personal data is restricted.

You have the right to object to the processing of your personal data where it is processed for direct marketing purposes.

You have the right to object to the processing of your personal data.

You have the right to request a copy of any personal data you have provided, and for this to be provided in a structured, commonly used and machine-readable format.

International transfers

As personal data shared with the Department for Energy Security and Net Zero will be stored on their IT infrastructure, and shared with their data processors Microsoft and Amazon Web Services, your data may be transferred and stored securely outside the UK and European Economic Area. Where that is the case it will be subject to equivalent legal protection through the use of Model Contract Clauses.

Complaints

If you consider that your personal data has been misused or mishandled, you may make a complaint to the Information Commissioner, who is an independent regulator. The Information Commissioner can be contacted at:
